- 1 ¾ cups flour
- 2 cups sugar
- 1 cup cocoa
- 1 ½ teaspoons baking soda
- 1 teaspoon salt
- 2 eggs
- 1 cup milk
- ½ cup vegetable oil

- 1 cup boiling water
- For frosting: 1 cup unsalted butter, ¾ cup cocoa powder, 3 cups powdered sugar, ¾ cup heavy whipping cream

Instructions
- 1. Preheat oven to 350°F and line a cupcake pan with paper liners.
- 2. In one bowl, mix flour, baking soda, salt, and cocoa powder.
- 3. In another bowl, combine vegetable oil and sugar; add eggs one at a time.
- 4. Alternate adding dry ingredients and milk into the wet mixture until smooth.
- 5. Fill cupcake tins three-quarters full and bake for 20-22 minutes until toothpick comes out clean.
- 6. Cool in the pan for 10 minutes before transferring to a wire rack.
- 7. For frosting: Beat softened butter until creamy; gradually add cocoa powder and powdered sugar along with heavy cream until desired thickness is reached.
- 8. Frost cooled cupcakes; decorate with sprinkles and Hot Tamale candies.
